Nairobi Governor Johnson Sakaja has carried out a major reshuffle of his county executive team, reassigning Geoffrey Mosiria, the former Chief Officer for Environment, to head the new Citizen Engagement and Customer Service department.
According to a circular signed on 18 November 2025, the changes take effect immediately under Section 45(5) of the County Governments Act, 2012, which grants the governor the power to reassign county chief officers.

Key Changes in the Reshuffle
Mosiria, previously known for his high-profile enforcement of environmental regulations such as cracking down on illegal dumping and open burning, will now lead the Citizen Engagement and Customer Service docket.
Hibrahim Otieno, who had been overseeing the Medical Facilities docket, now takes over as Chief Officer for Environment.
Godfrey Akumali is reassigned from Business and Hustler Opportunities to Housing & Urban Renewal, while Lydia Mathia, formerly in Housing, moves to head Business & Hustler Opportunities.
Tony Michael Kimani’s responsibilities are expanded: he now oversees Social Services & Estate Management.
Sande Oyolo, previously in Digital Economy & Start-ups, takes over the Medical Facilities docket.
Wilson Gakuya moves from leading Smart Nairobi to head Digital Economy & Start-ups.
Dr. Machel Waikenda, who was heading the Mobility docket, now also oversees ICT Infrastructure.
Clement “Clemo” Rapudo, previously in City Culture, Arts & Tourism, takes over Smart Nairobi, while Zipporah Mwangi moves to head City Culture, Arts & Tourism.

Observers note that moving Mosiria — a vocal and active leader who often shared his environmental enforcement actions publicly — away from the high-visibility environment docket could recalibrate the county’s priorities. Some see the reassignment as a demotion, while others argue it underscores the importance Sakaja places on citizen engagement and responsiveness.
